for some strange reason, my taskbar keeps appearing and disappearing.. i tried the usual Task Manager > New Task > Explorer but it still appears and
disappears.. also, when i try opening a program(s) through New Task, as the Explorer.exe closes/disappears everything i have open except for the Task Manager
closes as well.. I had recently installed Photoshop CS2 then uninstalled, if that is of any help.. i also tried to System Restore but it says that i don't

Chances are there is a corruption in the OS somewhere... but the obvious things that would cause this is just Spyware infection and a corrupt system file.
Which can be caused by something simple as a software install/uninstall. And if it doesnt happen in safe mode, then you can narrow it down to being a corrupt
service used by windows xp in normal operation.

Yes a OS restore would probably fix this issue. If you can just do a repair install of xp be sure to backup stuff just in case...

also, would reinstalling windows xp get rid of this problem?

It is very likely.

And I gotta ask, have you rebooted? Does it happen in safe mode?
